A partnership is generally characterized as a kind of cooperation between the public and the private sectors by establishing contractual relationships. By this contractual relationship, the private sector is allowed to provide goods and services, formerly produced by the public sector. This kind of contracts is for a certain period set by a public entity and a private sector partner, in which the latter invests resources in at least one of the following works: construction, implementation, maintenance, rehabilitation, development, management or operation of a public facility or projects belonging to a public entity.
