In a world similar to ours, mankind separated themselves into two groups: Basics and Sugois. Basics, who could only grow up to seven feet and possessed no abnormal abilities, out-numbered Sugois three to one, but Sugois could grow as tall as twelve feet and, amongst other abnormal abilities, could physically manifest the elements of fire and electricity. Basics feared Sugois for their powers, and Sugois feared Basics for their numbers. Thus, volatile factions from both these camps were formed. The Basics-led Positives and Sugois-led Negatives constantly warred amongst themselves to exterminate the brothers they feared. Amidst the Basic majority island nation known as Asahi no kuni, where the conflict between both warring factions was at its worst, Basic Edo Policewoman, Penelope Popova is enlisted into the female division of the Imperial Sugoi Guard. In a world filled with strife, can Penelope and her Sugoi comrades overcome their differences to help keep the peace between Basics and Sugoi?
