In order to survive, in the Democratic Republic of Congo, people have developed local economic initiatives that have led many to become anonymous small business owners in the informal economy, which is omnipresent and dynamic in many sub-Saharan countries. This is the tremendous explosion of very small enterprises (VSEs). The problem today lies in their legal rights, which are flouted and violated by legislative and regulatory provisions that take no account of the concrete realities at the grassroots level. The purpose of the book is to identify the universe of VSE in order to differentiate it from SMEs. It also consists in pointing out the absurdity of the bureaucracy which kills the VSE and maintains it in the incognito. Finally, it consists in underlining that justice and administration are not adapted to the creation and life of VSE. The work, ultimately, is intended for an entrepreneurial public sub-Saharan in general as well as policy makers and the Congolese business community in particular.
