What is counter-terrorism about? Theoretically, it is about a political and geopolitical will to put an end militarily to tactics aimed at maximizing terror outside of legal norms; to any form of illegitimate and illegal violence likely to compromise social peace and quiet, whether it is the work of secessionist conflicts or of new age bandits known succinctly as terrorism. But in practice, the fight against terrorism appears more and more like a manhunt. It lends itself to the stigmatization of a few depoliticized groups, thus becoming an armed war against identities. It is terrorism itself.
