In recent years, the efficiency of innovation has shown a sustained deceleration in 88% of the countries, a scenario that stresses the capacity of innovation in its current state of management to transfer its disruptive behaviors to human development indicators. The capabilities and systems used for innovation management have been identified as essential elements to generate differentiation, satisfaction, cost reduction for customers and improve competitiveness in the long term. The SGInnT instrument arises as an element of overcoming the limitations noticed in the instruments of the state of the art, allowing to measure, with a high degree of discrimination, the level of development of an innovation and technology management system, exhibits traceability in the technological diagnosis; detects the variables causing the inoperability of the system, establishes a visual of the systemic effect of the technological performance and delivers a quantitative analysis of the variables of an R& D& I system.
