The work presented addresses the creation of a new Public Policy of environmental leadership in the commune of Los Angeles, Bio-Bio Region. From the local territorial approach. The interest of creating this new public policy is to achieve the common good, in turn, achieve a collaborative synergy and articulation of various actors to achieve effectiveness and efficiency of resource mobilization. The relevance of this new policy in the social, cultural, economic, is to achieve that the commune of Los Angeles is located as a tourist pole in southern Chile. To achieve the success of this public policy of environmental leadership, it was necessary to comply with the meticulous elaboration of fifteen points of action of design, elaboration in conjunction with the local government, the territorial civil society collaborating entities such as; governmental entities and private sector.
