Today, the term natural disasters in connection with events such as drought, floods, dust, snowmelt and earthquakes has become so common that some people neglect their role in causing some of these events or intensifying the damage. Drought is being caused by climate change all over the world and we can not stop its progress, but its effects and speed can be reduced in the IRAN basin with the full implementation of the Water Partners Plan. Drought is a translation of the English word (Drought) but does not necessarily mean that it covers a period of one year. Drought occurs when the amount of rainfall in a given period, such as a month or a season or a year, is less than normal. Therefore, it may be better to use the word dry period instead of the word drought. In any case, because this word is institutionalized in Persian, we use it in the same way. Drought is the result of special interactions between the natural and social environment. Man and society have two active and passive roles in the overall development of a region.
