A fundamentally new vision of the role of the court outlined a range of global problems facing the justice system. The elimination of conflicts through the active use of reconciliation procedures, simplification of court proceedings in cases that are not difficult in establishing the facts of the case, required significant changes not only in the judicial process, but also in the judicial system. The existing justice system failed to cope with the tasks assigned to it and received a negative assessment in society.
