The sphere of ensuring public order and public safety is a major challenge in the Russian Federation. Since administrative offences are recognized as the most massive types of unlawful acts (according to official statistics - at least 100 million annually). A significant part of them, about 76 million, is detected by the bodies of the Ministry of Internal Affairs of the Russian Federation, including more than 15 million encroaching on public order and public safety.
