The implementation of new forms of communication directly affects the processes of interaction between government and society, the implementation of public power, which requires new approaches to understanding the specifics of information and communication activities and their political and legal regulation mechanisms. The global communication environment has a powerful manipulative power, which enables technologically-equipped entities to effectively transit values and meanings into the information space of certain social groups as well as nations in order to destabilize political systems.
