Higher education institution is expected to play an active role in the socio economic and cultural transformation of the society. Specifically, these institutions are expected to produce graduates who are capable of bringing about desired change and improvement in the society. Nowadays,there is serious concern about the quality of teaching and learning that takes place in institutions. Therefore, effectiveness of the service being rendered in producing human power by these higher learning institutions is determined by the proper human resource planning, hiring, and entirely the management of this resource which is a main factor for the success and development of the institutions.
