In Tanzania legal system, Primary court is the court of first instance that handles a multiple of original jurisdiction cases both criminal and civil, but there is no any clear provision of law which provides for the limitation of time for disposing the cases under Magistrate court Act [CAP 11 R. E 2002] as a results the room for violate the principle of justice delayed is justice denied is become open. that is the point in which author of this work come up with alternative ways in order to overcome this problem to ensure the principle of justice delay is denied is well complied so in order to make sure "Justice should not only be done, but should seen to be done".
