Over the years there has been an attempt to increase people's participation in how they are governed. Hence, the concept of participatory budgeting is one of the numerous participatory methodologies that are designed to allow residents to directly participate and influence local government decisions. Harare City Council is agonisingly coming to terms with the inescapable need to involve the people in budgeting and budget implementation. The desire to promote good governance with resppect to accountability, transparency, participation, responsiveness and quality service delivery to residents or ratepayers' needs gave impetus to PB.
