The WTO's regulation of the use of trade remedies has brought into sharp relief the dynamics of the power relationships of countries settling their disputes within the multilateral trading system, whether the power relationships influence decisional outcomes, and the implications for mediating between the goals of trade liberalization and trade restriction inherent in the use of trade remedy measures.
