When young Umpster asks Mississippi Senator Tom Reed for advice on the steps of the State Capitol Building in Jackson, he unknowingly sets the tone and directive for new City Police Chief Charles Morgan as he investigates the first big crime since moving to his new home. Reporting to the crime scene in the center of the city, Morgan is forced to investigate 'unofficially' because it is actually outside his jurisdiction. Battling through a complicated mix of underlying racism and widespread inclusion, trying to protect the innocent from the forces designed to ensure justice, one of the Chief's biggest challenges is to prove a crime took place at all.
