When Baltimore police sergeant Myles Miller arrested serial killer Phineas Crane, he thought that was the end of the Metro Mutilator.
Now, one year later, an ambitious FBI agent needs Miller's help investigating a copycat targeting federal agents, and he wants Crane on the case too. In desperate need of government funding, the Police Division need a win, but working with a serial killer could damage their already fragile public image.
And while Crane is the last person Miller wants to work with, mounting pressure from the higher-ups and the feds leaves him with no choice.
Even if the copycat's technology doesn't outwit them both, how can Miller be sure this isn't an elaborate ruse so the Metro Mutilator can escape?
