This rule revises the definition of what constitutes a demonstration and exempts individuals and small groups from the requirement to obtain a permit for demonstrations and the sale or distribution of printed matter, consistent with the decisions in the Boardley v. Department of the Interior litigation. This rule also refines how applications are processed and prohibits the harassment of visitors and obstruction of public passageways.
