In this volume weseek to deepen our understanding of the role of school districts andsystem-wide initiatives through a series of case studies that focus onhow school districts and system-wide actors facilitate policy innovationand reform initiatives that are designed to improve student achievement. He is Chair of the Education Department and Director of the Master's in Urban Education Policy Program and is Professor of Education, Political Science, and Public Policy. He received his Ph.
