Efforts to enforce world peace during the twentieth century through international organizations created a demand for a legal definition of aggression. A U. N. committee attempted to provide one in a 1956 report. Stone rejected it for two reasons. Citing a broad array of examples, he shows that the concept of aggression eludes definition. More important, he argues that a definition is not necessary for the goals of international peace-enforcement.
