In Mississippi it is the State Board of Contractors MSBOC that administers licensing. To become a licensed contractor, one has to pass two exams, which are business and law and a trade exam. The Business and Law exam which is required in most circumstances covers a wide range of fundamental topics. There is no way you can pass the exam without having solid real world experience.
