Contributor Bio:  Hoffman, Steven M Steven M. Hoffman is Professor of Political Science at the University of St. Thomas in St. Paul, Minnesota. He received his Ph. D. from the University of Delaware and has published several books and numerous journal articles on energy and environmental policy. He has also served as a Director for several state-wide environmental policy and advocacy organizations.
