1985 During recent years the specter of "organized crime" had become increasingly fragmented, less powerful, and thus a good deal "less organized". New foreign groups had invaded the American scene, their reckless and destructive tactics engendering angry headlines and unwanted attention both public and political. Influence of the old established crime families and those closely aligned had been seriously diminished. Cleary, bold coordinated action was called for. Dateline February 9th. Not since their ill-fated meeting in upper New York State some two decades past has organized crime dared consider a face to face assemblage of its prime movers in any one place. In the winter resort town of Melonia, New Hampshire the Public Works department prepares to do battle with what is forecasted as the winter seasons worst storm. Inexorably, these two diverse groups embark on converging paths. Featured are: Justin Mars: ambitious local police chief unexpectedly presented with the possible law enforcement coup of his career. Walton Conover: retired marine colonel and retiring Public Works director, who envisions one last glorious beachhead to stand against his own advancing years. Carl Philip Endicott: mysterious underworld kingpin who presents a plan that shocks even his own hardened associates. And of course, the men of the Public Works: an oddball collection of individuals who exhibit a surprising willingness to extend their vocational expertise into the unknown.
