He relies on several twentieth-century antecedents to Warden, including Giulio Douhet, Hugh Trenchard, and Billy Mitchell to distill a pattern. Mets also addresses whether "the argument that antedated the Gulf War to the effect that such conflicts between states using conventional weapons and methods are a pressing phenomenon."
