Jack Cross, still coping with the loss of his family visits his old partner now stationed behind a desk in the US, Mike Flynn. A chance meeting with DEA agent Charlotte (Charley) Parker, puts the two of them in the path of something big about to go down.

A drug cartel overlord has a plan to wipe out the competition and leave what's left for him alone. The chemist he forces to work on a new designer drug for him, has other ideas and plans revenge on him for killing his daughter.

Charley is discredited by her handler in the DEA and she and Jack Cross have to fight to clear her name and prevent a global catastrophe which is the aftermath of the revenge of one man targeting one other.

They all learn that revenge is indiscriminate.
