The goal of many of the official mail programs is to lower the cost associated with mail preparation, postage, and delivery. This chapter will provide a brief overview of cost-saving measures, the consolidation of mail using Consolidated Mail Facilities (CMFs), and the importance of maintaining accountability of postage. LEARNING OBJECTIVES: When you have completed this chapter, you will be able to do the following: 1. Describe the Navy Official Mail Cost Control Program (NOMCCP). 2.
