The adversaries America faces now and in the future are increasingly capable of leveraging information operations and intelligence to mitigate America's military supremacy. The National Security Agency, National Reconnaissance Office in the budgetary process is a reflection of an American culture focused on technology, and arguably justified, as demonstrated by their outstanding successes over the last 60+ years. However, a problem is developing due to the continued exposure of classified methods, sources, capabilities, and limitations of America's intelligence system. Security leaks in the last 10 years, whether politically or economically motivated, have awakened our adversaries to the inherent vulnerabilities of communications.
