There is a growing disconnect in DoD between resources and requirements, and it is becoming increasingly evident in the USAF. This paper starts with a general discussion of the current "Revolution in Military Affairs"--what it is and isn't and how to manage it. Against this backdrop of technological innovation, the paper then presents: the resources vs. requirements disconnect, a look at what it would cost to fund the disconnect, the problems with the current planning framework for the AF, and finally an analysis of the AF Task Force briefings on Force Structure and Modernization.
