Publisher Marketing: The objective of this study is to evaluate if the command, control, and intelligence (C2I) process for the coalition TMD attack operation during Operation Desert Storm (ODS). In ODS the TMD Infrastructure and C2I process were immature. The ODS model is therefore a precise, if not an absolute, accurate model of the existing TMD attack operation C2I process of most advanced armies. To accomplish the objective, the study examined the effectiveness of the coalition TMD C23I support in each stage of the decide-defeat-deliver-assess (D3A) targeting methodology to enable a successful attack operation. The intent of the study is to identity specific C2I attributes that are required to enable TMD attack operations to defeat the theater ballistic missile threat in a joint environment. The findings of the study serve to provide a baseline for identifying tile key operational objectives of an effective C2I process. The study concluded that tile ODS model is not an effective model for the advanced army. It identified the following attribution on key to an effective C2I process: unity of effort, centralized planning and control at the operational level, proactive planning, decentralized execution at tactical level, establishment of precrisis and long-term intelligence base of enemy TBM capability, prioritization of required enemy and friendly information, effective integration of BDA into targeting process, and interoperability.
