Contributor Bio: Destler, I M I. M. Destler is a professor at the School of Public Policy at the University of Maryland. His previous books include the awardwinning "American Trade Politics" and (with Leslie Gelb and Anthony Lake) "Our Own Worst Enemy: The Unmaking of American Foreign Policy."
