MCKERCHER is Professor of International History and Chair of War Studies at the Royal Military College of Canada. He has recently written Transition of Power: Britain's Loss of Global Preeminence to the United States, 1930-1945 (1999); and he has co-edited (with Roch Legault) Military Planning and the Origins of the Second World War (Praeger, 2001).
