Seeks to determine what methods or organization should be established to integrate the results of private, industrial, foundational and university research and development work into the Army technical program and functioning. Determines that the then-present National Research and Development System is not satisfactory for wartime expansion. There should be one government agency with authority, facilities and funds to process the reports and data of the accelerated research and development program. Economy of research supports the idea of the use of existing facilities. Speed is essential during a wartime emergency. Experience from working together during peace should greatly simplify the problem of conversion for wartime production.
