Allocation and Apportionment of Funding Resources for Milcon Within the U.S. Army Reserve George C Arvanites

Publisher Marketing: The United States Army Reserve (USAR) apportions approximately 37 percent of the end strength of the total Army to fill the mission requirements necessary of the go to war Army. However, the total funding outlay provided to the Army Reserve MILCON program is a funded number not to exceed $70 million per annum, which is significantly less then the $10 billion given to the Active Component for support to the, United States Army Corps of Engineers for MILCON. With the new Army "vision" and a need for a streamlined force tailored for both the regional conflict and in support of our war on terrorism. The Active Army force structure is likely to be reduced in size with a similar number of combat support and combat service support personnel shifting to the Reserve Components. Given this proportional shift in end strength, the USAR should be provided with a plus up in MILCON funding. Identifying the process, requirements and funding methodology currently utilized is the primary analysis utilized within this thesis and provides the justification for validation of USAR project requirements. The Active Army MILCON requirements alone seemingly outweigh the needs of the USAR force regardless, and investigation is aimed to point facts at this un-proportionality. This downward spiral is illogical given the current force structure and lobbying efforts ongoing within the active and reserve forces.
